How to make hedgehogs with potatoes?

1. Fill the rice with water, put it on the stove and cook for 3 minutes after boiling. Drain the water and rinse the half-cooked rice.
2. Peel the carrots, onions, potatoes and garlic. Cut onion into quarter rings, carrot into strips, potatoes into 8 parts, finely chop garlic. Cut half of the chili pepper into large pieces, the tomato into cubes.
3. Add salt and ground pepper, garlic and rice to the minced meat. Knead the minced meat well and put it in the refrigerator.
4. Heat the oil in a frying pan and fry the onion and carrot. Add tomatoes and chili peppers. Cook for 4 minutes, stirring occasionally.
5. Add the potatoes, pour water to cover, add salt and bring to a boil.
6. From the minced meat, make hedgehog balls, lay evenly on the vegetables, cover with a lid and cook over medium heat for 30 minutes, or until the potatoes are fully cooked.
